The frontier in October 2026

What changed this year on India's land borders, rivers, coasts and low sky, and what to watch before the year ends. Written for people who work there and the agencies that support them.

Key points
  • A grid of drones, radars and cameras was announced for nearly 6,000 km of border. Pilots at 7 to 8 sites were due by year end; we found none confirmed live by mid-October.
  • About 864 km of the 4,096.7 km Bangladesh border was unfenced in February 2025, 174.5 km of it judged not feasible to fence.
  • From 1 January to 27 July 2026, 161 drones and 392 kg of heroin were recovered along Punjab's border.
  • The 1996 Ganges water-sharing treaty reaches the end of its 30-year term in December 2026.
  • The monsoon killed 100 people in Assam by 10 August and 59 in south-east Bangladesh by 22 July.

The land border gets a sensor grid

On 21 May 2026 the Union Home Minister said a grid of drones, radars and high-resolution cameras would cover nearly 6,000 km of the borders with Pakistan and Bangladesh within a year (ETV Bharat, 22 May). Two weeks later, at a border outpost in Tripura, he said pilots would start at seven to eight places at once before the end of the year, that 119 km of new fencing had been approved to replace old stretches, and that about 650 km of existing fence was more than 15 years old (The Tribune, 6 Jun).

By 9 October the BSF and Tripura Police were still drafting a joint proposal. Tripura's 856 km border with Bangladesh has 806 km fenced and 50 km open, in hills, water bodies and forest (Morung Express, 9 Oct). We found no public tender for the grid and no pilot confirmed as running.

The gaps the grid must cover are large. In February 2025 the government told Parliament that 3,232 km of the 4,096.7 km Bangladesh border was fenced and 864.5 km was not, including 174.5 km judged not feasible to fence (AIR, 4 Feb 2025). West Bengal holds 2,216.7 km of that border with about 569 km unfenced; in May 2026 it ordered land handed over for fencing within 45 days (The Hitavada, 12 May) and later reported 1,024.75 acres transferred (The Statesman).

Rivers and mangroves, where fences do not work

In the Sundarbans the BSF guards about 123 km of riverine border with 96 patrol boats and 8 floating border outposts, and has asked DRDO to help monitor a 113 km stretch; MHA officials said a feasibility study had been done with ISRO and DRDO (SSBCrack, Jun 2025). In July 2026 the BSF began a technical study for about 90 km of fence, 71 km of which borders the Sundarbans Wildlife Sanctuary, where construction is restricted (The Hindu, 16 Jul, as summarised by SuperKalam).

Machines fail at the line too. On 5 May a BSF drone with a mechanical fault came down in a cornfield about 10 yards inside Bangladesh at Patgram, and Border Guard Bangladesh took it into custody (Prothom Alo, 5 May). Rivers also move the ground under the line; our note Rivers move explains why the legal boundary does not move with them.

Politics and water

Bangladesh voted on 12 February. The BNP-led alliance won 212 of the 297 seats declared and the Jamaat-led alliance 77 (Al Jazeera, 13 Feb), and Tarique Rahman was sworn in as prime minister on 17 February (Al Jazeera, 17 Feb). The 57th meeting of the two border guard chiefs, in New Delhi from 8 to 11 June, agreed to intensify joint patrols, to instruct field officers to refrain from unauthorised construction, and to work towards no border deaths. The next meeting is provisionally set for Dhaka in November (The Financial Express, 16 Jun).

The Ganges water-sharing treaty, signed on 12 December 1996 for the January to May dry season at Farakka, reaches the end of its 30-year term in December 2026. A joint working group is discussing renewal, and technical committees met in March and May (ETV Bharat, 29 Jul). Bangladesh has asked for a guarantee clause in the renewed treaty (Business Standard, 19 Aug). On 21 October our Varuna model put the Ganga at Farakka at about 17,800 m³/s, above its 1997 to 2025 median for the date (Varuna, model discharge, not a gauge reading).

The western border: drones at night

Punjab Police and the BSF together recovered 313 drones and 385 kg of heroin along Punjab's border in 2025, and 161 drones and 392 kg of heroin from 1 January to 27 July 2026 (The Tribune, 31 Jul). The Ministry of Defence counted 791 drone intrusions on the western front in 2025 and brought down 237: 72 carried narcotics, 5 carried ammunition, and 160 carried nothing (Unmanned Airspace, 6 Jan). Activity peaks between 22:00 and 04:00, and jammed drones fly themselves home (Indian Express, 12 Sep, as summarised by SuperKalam). Our analysis Drones over Punjab explains why these counts disagree.

Coasts

On 17 February the Coast Guard and Gujarat ATS intercepted a foreign fishing boat off Porbandar carrying 203 kg of a suspected drug (AIR, 17 Feb). On 25 September, after a 16-day operation, they seized about 526 kg of heroin and methamphetamine from an Iranian dhow 160 nautical miles north-west of Lakshadweep and held five Pakistani nationals (Swarajya, 30 Sep). In Sir Creek, CPWD tendered a ₹432.09 crore project for five BSF border outposts with jetties and observation towers, due within 32 months (DeshGujarat, 31 Aug).

For fishing families the line at sea is a daily risk. Our note Fishers and the line in the sea sets out the numbers.

The monsoon's toll

Floods in Upper Assam rose fast from 19 July. By 10 August the toll was 100, and the state's 9 August bulletin listed 456 villages in 10 districts (Mongabay India, 11 Aug). In south-east Bangladesh, floods and landslides after rain from 5 to 18 July affected an estimated 1.28 million people, and 59 deaths were reported by 22 July (UN Bangladesh, 23 Jul). On 9 September the Ganga at Malda stood at 25.99 m, 69 cm above its extreme danger mark, with about 3 lakh people affected (WION, 9 Sep). In Himachal Pradesh 267 people died between 30 June and 4 September, 159 of them in road accidents (Rozana Spokesman, 5 Sep).

What to watch before the year ends

  • Whether any Smart Border pilot starts, and what it buys.
  • The border guard chiefs' meeting, provisionally in Dhaka in November.
  • Renewal talks on the Ganges treaty before its term ends in December.
  • The fog season over Punjab, when smugglers use low visibility (The Week, Nov 2025).
  • 13 November 2026, when the data protection rules on consent managers take effect (Hogan Lovells Cadwalader).

What it means for our work

Pilots that buy sensors from several makers need fusion and an audit trail that work across all of them; that is Sangam and Sakshi. River and mangrove stretches that cannot be fenced need equipment that survives water; that is Prahari. Night flights and fog are the conditions Shyena and Drishti plan for. And the monsoon's toll is the case for Varuna, Marga and Sandesha.
