Get the right team there, safely.
When a control room on a river border gets an alert, the nearest team is not always the right one. A boat is fastest until the gusts pass its limit, or until its crew falls below the minimum to launch; a foot team may be closest but already at its heat limit. Gati ranks every available team, vehicle and boat by arrival time and route risk under live conditions, and says why in one sentence.
Long stretches of India's eastern border are rivers. About 34 km of the boundary in our demonstration sector on the Ichamati, North 24 Parganas, runs along the river (OpenStreetMap), and about 569 km of West Bengal's border with Bangladesh is unfenced (Hitavada, 12 May 2026). Response there means boats, foot teams and a few vehicles on village roads.
The hazards that decide whether a team should go change by the hour: gusts that make small boats unsafe, rain that turns tracks to mud, a river running high for the season, fog, darkness, and heat. In body armour, a wet bulb globe temperature of 30 °C becomes heat category 5, where TB MED 507 limits heavy work to 15 minutes an hour for activity of up to 4 hours. Control rooms track this in their heads.
- Ranks every available foot team, vehicle and boat for each alert by estimated arrival time and route risk, with a backup from another post.
- Applies live hazards along each route: wind gusts against small-boat limits, rain on paved and unpaved roads, river flow against its seasonal range, fog, darkness, thunderstorms, and heat stress with work/rest limits.
- Plans with the crew each post reports present, not sanctioned strength: an asset below its minimum crew is held, a short crew ranks after a full one, and a strength return older than a shift is flagged.
- Shows an asset held by a no-go limit or a short crew instead of hiding it, so the commander can decide; any override of the recommendation needs a written reason.
- Maps where each asset can be in 5, 10 and 20 minutes, and where no one can.
- Lets the duty officer ask "what if the wind picks up" with sliders and forecast presets, or refresh live conditions on demand; the model runs in the browser.
- Writes every assignment, override, stand-down and strength update to a hash-chained, tamper-evident log, anchored in Sakshi's audit chain.
A pipeline builds the road and river network from OpenStreetMap, keeping only roads inside India and the river channel along the boundary. Each hour's forecast from Open-Meteo and the day's river discharge from GloFAS become time multipliers and alert levels for each mode of travel. A Dijkstra search from the alert gives every asset's arrival time at once; routes are scored as arrival time plus a penalty for the worst hazard met or a short crew. The browser runs the same model for the what-if page and checks every ranking and sentence against the pipeline on every visit.

Control rooms decide who goes. Quick-reaction and boat commanders see the route, the hazards and the crew-safety notes before launching. District disaster response uses the same reach maps for floods and cyclones. Inspectors read the after-action log.
- Gati recommends; a trained duty officer decides. Overrides are allowed and recorded with a reason.
- Places, routes, conditions and crew counts only: Gati holds no data about individual people, and a strength import reads counts and ignores every other column.
- Simulated data is labelled simulated in every view, and every export that holds it carries "simulated": true.
- Every advisory states its source, its time and that it is advisory.
- Decisions go to a hash-chained log in Sakshi's format, and each entry's hash is anchored in Sakshi's audit chain, so a log cut short or rewritten is caught.
- The public demonstration uses synthetic posts on a real river, never real unit positions.
- Speeds and hazard multipliers are heuristics until calibrated against a unit's own GPS traces and response logs.
- The Ichamati is tidal; GloFAS discharge does not model tides, and its 5 km cells do not resolve the bank.
- Weather comes from roughly 10 km models; a single storm cell can differ. Model visibility is often missing.
- OpenStreetMap can miss tracks, ferries and new embankment roads; its boundary line is not authoritative.
- Minimum crews are planning defaults; real minimums and strength returns come from the unit.
